H-1B workers in state government

The rest of this site asks who the universities admit and who the companies hire. This asks something narrower. Which arms of state government sponsor H-1B workers, and for what.

A state agency is not a firm bidding for scarce talent. It is a public body, funded by the taxpayers of one state, choosing to sponsor a foreign worker for a job in its own department. Nothing here says that is wrong. Agencies hire engineers, actuaries, epidemiologists and statisticians, and the H-1B is a lawful way to do it. The point is that it is countable.

Approvals from the USCIS Employer Data Hub. Initial and continuing are never added together — a continuing approval is the same person renewed, and summing them counts one worker once a year for as long as they stay.

Pick a state. Each entry is one agency, with every spelling of its name that appears on a filing — the older federal files cut the employer name at about 34 characters, so one department can appear four different ways.

Where H-1B workers come from — nationally

This is not agency-level, and it cannot be made agency-level. The Labor Department's disclosure file carries 98 columns and the only ones naming a country are the employer's, its contact's and its attorney's. The USCIS Data Hub has none at all. An LCA records a job — an occupation, a wage, a worksite — and is often filed before a particular worker is identified. The document that names a beneficiary and their nationality is the I-129 petition, and USCIS does not publish at that level.

So nothing below tells you where the engineers at any transport department or the psychiatrists at any prison were born. These are nationwide visa issuances across every employer in the country. The split is lopsided enough that it is tempting to carry it across to an agency on this page. The data does not support that, and neither does this site.

The other half of this

This page counts H-1B, the temporary work visa. It can tell you how many and which agencies. It cannot tell you who: the H-1B files record a nationality nationally and never against an employer.

The permanent-residence filings can. Every state-agency PERM case is published whole, with the worker's citizenship, country of birth, the visa held at the time, the wage and the federal file it came from. There are far fewer of them, because most H-1B workers never file.
